Детектив Саэгуса и его команда сомневается в причине аварии и виновнике, ведь в деле много несостыковок, поэтому решают провести собственное расследование. Между тем, в 2009 году много административных служащих погибали в ДТП, однако полиция объявляла их все несчастными случаями. Детектив Ояма Такэси считает иначе, поэтому решает сам узнать всю правду. А в 23:23 вновь оживает рация и "связывает" прошлое и будущее. И вскоре Саэгуса и Ояма выясняют, что они столкнулись с угрозой биотерроризма. Фильм, продолжение сериала "Сигнал" 2018 года.
